Staff Report August 21, 2008 <br />Parsons House <br />Special Conditional Use Permit #08-007 <br />Request: Special Conditional Use Permit Request #08-007 <br />Requested By: Craig Puccetti on behalf of Bob Parsons, Chairman Parsons Group <br />Requested For: A 5.637 acre tract of property out of the W. M. Jones survey, Abstract <br />No.482, La Porte, Harris County, Texas. The property is located at 8727 <br />Fairmont Parkway. <br />Present Zoning: Medium Density Residential (R-2) <br />Requested Use: Applicant is seeking a Special Conditional Use Permit (SCUP) for the <br />purpose of constructing a building addition of 41 dwelling units to the <br />current assisted living facility which contains 60 dwelling units located at <br />8727 Fairmont Parkway. <br />Background: Applicant is working towards developing a development site plan for a <br />proposed addition to the existing facility known as Parsons House (formerly <br />Fairmont House). The current assisted living facility contains 60 dwelling <br />units and Parsons Group is proposing an additional 41 units and other <br />associated internal services that are required to support the growth of the <br />facility. The addition is being proposed in order to increase the facility's <br />capacity to house the growing population of the senior citizens. <br />The Planning and Zoning Commission, at its February 15, 1996, meeting, <br />conducted a public hearing for the purpose of receiving citizen comments <br />regarding Special Conditional Use Permit Request #SCU96-001, for the <br />first phase of the development. After receiving comments and questions, <br />the Commission suspended the hearing with an intention of reopening it at <br />the next meeting. At the March 21, 1996, meeting, the request was brought <br />in an amended form. It was presented as an Intra -District P.U.D. As such, <br />it required a Special Conditional Use Permit. The need for rezoning, <br />however, was eliminated. <br />A Special Conditional Use Permit was approved with the following <br />additional conditions: <br />1. Any development beyond the presented plan shall require a separate <br />Special Conditional Use Permit. <br />2. No changes, or amendments shall be made to the recorded site plan <br />and covenants without first obtaining authorization from the City of La <br />Porte. <br />3. It should be noted in the Special Conditional Use Permit and in the <br />deed covenants that the use of this property is limited to a 61 unit <br />"senior citizen" assisted living center, as defined in SIC #8361. A <br />senior citizen is defined as a person who is 55 years of age or older. <br />
