REQUEST FOR CITY COUNCIL AGENDA ITEM <br />Agenda Date Requested: January 12, 2009 <br />Requested By: Tim Tiet`en <br />Department: Planning <br />Report: Resolution: Ordinance:_X <br />Exhibits: <br />Ordinance 1501 Amendment as proposed <br />Ordinance 1501 Amendment showing changes <br />Annronriation <br />Source of Funds: NA <br />Account Number: NA <br />Amount Budgeted: NA <br />SUMMARY <br />The current parking space size and maneuvering aisle width prompted the Planning and Zoning <br />Commission and Staff to review the ordinance requirements pertaining to off-street parking standards <br />within the City. <br />Currently, under Code of Ordinances Section 106-835, Design Standards, (a) parking space size, the <br />standard parking space size for 45°. 60°, and 90° parking is ten (10) feet wide and (c) Circulation, (4) <br />Maneuvering aisle width is 28 -foot for 90 -degree parking. This standard was found to be inordinately <br />excessive, especially when compared to standards of the American Planning Association and neighboring <br />cities with standard parking space size range of 8.5 ft. to 9.5 ft. and width for maneuvering aisle of 25 ft. <br />for 90 -degree parking. <br />Several years ago, the standard parking space size was 9 -foot and maneuvering aisle width for 90 -degree <br />parking was 25 -foot. Based on the analysis and current prevailing conditions, staff recommended that off- <br />street parking requirements in place prior to the current provision be reinstated as a means to reduce <br />unwarranted urban sprawl, increase efficiency of the use of land and further increase the tax base. <br />After a workshop on November 20, the Planning and Zoning Commission on December 18, 2008, <br />conducted a public hearing and received citizen input on provisions governing parking space design and <br />standards for off-street parking within the City. The Planning and Zoning Commission, by a unanimous <br />vote, forwarded their official position for action by City Council that "the of-sireei parking requirements <br />in place prior to the current provision of'parkinrg rules should be reinstated". It was recommended that <br />the standard parking space size for 45°, 60°, and 900 parking be changed from 10' to 9' wide and <br />maneuvering aisle width for 90 -degree parking be changed from 28' to 25'. <br />Action Required by Council: <br />1. Conduct a Public Hearing <br />2.
