<br />Staff Report <br /> <br />March 05, 2009 <br /> <br />LPISD Agricultural Science & Operations Center <br />Subdivision Plat <br /> <br />Requested Bv: <br /> <br />Requested For: <br /> <br />Location: <br /> <br />Present Zonin2: <br /> <br />Backe:round: <br /> <br />Analvsis: <br /> <br />Conclusion: <br /> <br />La Porte Independent School District <br /> <br />Being a subdivision of 35.461 acres out of the Enoch Brinson Survey, <br />Abstract No.5, La Porte, Harris County, Texas <br /> <br />2000 Block of Sens Road <br /> <br />Business Industrial (BI) & Light Industrial (Ll) <br /> <br />The applicant is platting 35.461 acres ofland into one reserve and one block <br />for future development of Agricultural Science building, school bus <br />operations, and maintenance facility with on-site detention fronting Sens <br />Road. The subject property retains multiple zoning designations of Business <br />Industrial (BI) and Light Industrial (Ll) as currently depicted on the City of <br />La Porte Zoning Map and as described in the City Ordinance (Chapter <br />106). The abutting zoning designations are the same except to the east is <br />Heavy Industrial (HI) and to the west across the street are General <br />Commercial (GC) and Manufactured Housing (MH). <br /> <br />The property is located approximately 4500' north of the intersection ofSens <br />Road and Spencer Highway. The property is also in the vicinity of a mobile <br />home park and light manufacturing/industrial facilities along Sens Road. <br />The adjoining property to the east is Union Pacific Railroad (UPRR) and <br />Harris County Flood Control District (HCFCD) facility F101 runs to the <br />north and east of the subject tract near North 'L' Street. <br /> <br />Review of the City's Land Use Plan shows the subject tract developing as <br />commercial/industrial uses. Several commercial/industrial facilities are <br />located along Sens Road between State Highway 225 and Spencer Highway. <br />The tract in question will have access along Sens Road and North 'L' Street. <br />With the Sens Road widening/improvement project to 100' right-of-way <br />with four lanes, traffic impact should be minimal. Detention/storm water <br />drainage system shall be reviewed with the development site plan and <br />HCFCD approval shall be required for the drop structure to FlOl. <br /> <br />Should the Commission require a sidewalk, the plat should include a <br />statement that sidewalk installation, by the owner/developer, is required. <br /> <br />Staff finds the requested plat satisfies applicable provisions of State Law <br />and the City Ordinances subject to review comments. Staff recommends <br />approval of the subdivision plat for LPISD Agricultural Science and <br />Operations facility to be located along Sens Road. <br /> <br />EXHIBIT A <br />
