<br />Staff Report <br /> <br />February 19, 2009 <br /> <br />Main Street Design Certificate <br />Zoning Ordinance Amendment <br /> <br />Back2round: <br /> <br />At their January 20, 2009, workshop meeting, the Planning and Zoning Commission <br />discussed proposed amendments to the Zoning Ordinance (Chapter 106) Code of <br />Ordinances pertaining to the Main Street Design Certificate. Proposed regulations <br />will prevent architecturally inappropriate exterior alterations or additions to existing <br />buildings. The design review team will help facilitate the preservation of the <br />Downtown Main Street District by determining appropriate design within the district. <br /> <br />Analvsis: <br /> <br />The procedure to obtain Main Street Design Certificate is to contact the Main Street <br />Development office first. Main Street Design Certificate is required for the following: <br /> <br />. Construction of a new structure <br />. Alteration or restoration of exterior features <br />. Addition to a structure <br />. Removal or demolition of any building or structure <br />. Construction or erection of new sign <br />. Removal or substantial alteration of signs <br />. Applying new exterior siding material <br />. Addition of new window, door etc. <br />. Installation of burglar bars on interior or exterior of window <br />. Creating a driveway or parking facility <br />. Adding a satellite dish <br />. Building a deck, fence, or garage <br />. Enclosing a porch <br />. Painting of siding, brick, or masonry <br />. Landscaping, etc. <br /> <br />Main Street Design Certificate will not be required for the following: <br /> <br />. Replacement of existing mechanical equipment <br />· Repairing or repaving of flat concrete work in side and rear yard <br />. Roofing work, if no change in appearance occurs, e.g. color <br /> <br />After initial consultation with the Main Street Coordinator, a predevelopment meeting will <br />be scheduled with the Main Street Design Assistance Review Team (DART). The review <br />will be based on the completed application, a scaled drawing, sample work, photographs, <br />project estimates subject to additional submission and any other items related to the <br />proposed project. <br />
