<br />INTERLOCAL AGREEMENT (ILA) BY AND BETWEEN THE CITIES OF '
<br />PASADENA, BAYTOWN, DEER PARK, AND LA PORTE FOR SHARING THE COSTS
<br />OF ANNUAL SOFTWARE SUPPORT OF WEBEOC
<br />
<br />This AGREEMENT is entered into by and between the City of Pasadena, Texas ("Pasadena")
<br />and the Cities of Baytown, Texas ("Baytown", Deer Park, Texas ("Deer Park"), and La Porte,
<br />Texas ("La Porte").
<br />
<br />WITNESSETH
<br />
<br />WHEREAS, the City of Pasadena procured WebEOC software and hardware components
<br />utilizing federal Homeland Security Grant Program funds; and,
<br />
<br />WHEREAS, the Cities of Baytown, Deer Park, and La Porte meet federal guidelines for
<br />participation in the Homeland Security Grant Program; and,
<br />
<br />WHEREAS, information sharing between Pasadena, Baytown, Deer Park, and La Porte, during
<br />times of crisis is in the best interest of the respective communities for response and recovery
<br />efforts; and,
<br />
<br />WHEREAS, the City of Pasadena has agreed to make the WEBEOC components available to the
<br />Cities of Baytown, Deer Park, and La Porte, through internet access; and,
<br />
<br />WHEREAS, the Cities of Baytown, Deer Park, and La Porte, will benefit from utilization of the
<br />WebEOC system; and,
<br />
<br />WHEREAS, the parties agree that the respective rights, duties, and obligations, regarding this
<br />joint project are as specified in this Interlocal Agreement;
<br />
<br />NOW, THEREFORE, in consideration of the mutual covenants and conditions set forth below,
<br />the parties agree as follows:

<br />AGREEMENT
<br />
<br />A. The City of Pasadena will maintain the WebEOC hardware and software In an
<br />operational condition to the extent controllable by the City of Pasadena.
<br />
<br />B. The City of Pasadena will install, or allow to be installed, the latest patches and releases
<br />of the WebEOC software, as they are released by the software manufacturer.
<br />
<br />C. The City of La Porte will install and maintain the second server package of the WebEOC
<br />software for redundancy, and will activate the second server system when notified that
<br />the primary server in Pasadena is out of service.
<br />
<br />D. The Cities of Pasadena, Baytown, Deer Park, and La Porte, will each assign appropriate
<br />personnel to be trained in the access of and proper use of the WebEOC system.
