<br />RESOLUTION NO. 00- /1( <br /> <br />THIS IS A RESOLUTION ADOPTING THE NORTHSIDE COMMUNITY <br />NEIGHBORHOOD PLAN, UPON RECOMMENDATION OF THE NORTHSIDE <br />NEIGHBORHOOD PLAN STEERING COMMITTEE, AND CONSULTANTS HAWES, <br />HILL & PATTERSON, L.L.P.; FINDING COMPLIANCE WITH THE OPEN MEETINGS <br />LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />WHEREAS, Section 211.004 of the Texas Local Government Code provides that <br /> <br />Municipalities may adopt plans to promote the health, safety, and welfare of their <br /> <br />communities; and <br /> <br />WHEREAS, on October 23, 2000, the City Council of the City of La Porte <br /> <br />received (in open session duly posted as required by law) the recommendation of <br /> <br />consultants engaged to develop, in conjunction with citizens of the Northside of La Porte <br /> <br />(including the La Porte Community Civic Club), and the Northside Neighborhood Plan <br /> <br />Steering Committee, the Northside Community Neighborhood Plan; and <br /> <br />WHEREAS, a true copy of the plan recommended by the citizens, consultants, <br /> <br />and Northside Neighborhood Plan Steering Committee is attached to this resolution; <br /> <br />and <br /> <br />WHEREAS, a more specific purpose of said plan is to guide Northside residents, <br /> <br />the city of La Porte, and others regarding opportunities to enhance the quality of life <br /> <br />within the Northside community, by identifying and prioritizing the needs and goals of <br /> <br />said Northside community, and categorizing them according to the governmental or <br /> <br />service entity that may be able to fulfill them, and provide funds necessary to <br /> <br />accomplish said goals and fulfill said needs; and <br /> <br />WHEREAS, after due consideration of comments made by the public at said City <br /> <br />Council Meeting together with the recommendations of staff and said consultants <br />
