The request is to have the property rezoned from Business Industrial (BI) and <br />Heavy Industrial (HI) to Planned Unit Development (PUD). The property is located east of Bay Area Boulevard and west <br />of Union Pacific Railroad (UPRR) and north of Fairmont Parkway. <br />The subject property is owned by PPG. There is an existing Centerpoint Energy substation within the subject tract. Harris <br />County has proposed a regional detention for Sens Road widening project in this area adjacent to Harris County Flood Control <br />District channel (A104-07). <br />The tract in question is within the vicinity of major commercial and industrial facilities in the Bayport Industrial District <br />just south of Fairmont Parkway. In addition, it is closely located near the bridge over Union Pacific Railroad on Fairmont <br />Parkway and existing PPG Facility located along 16`h Street. The City's Land Use Map shows underlying land uses as <br />commercial/industrial. <br />A Planned Unit Development (PUD) zone might be considered a viable option as it will provide the City more control on the <br />future land use and provide an opportunity for Council to review a defined project followed by a Special Conditional Use <br />Permit. The requested change conforms to the zoning and uses of nearby properties. <br />As required by Ordinance, notices of the public hearing were mailed to thirteen property owners within 200' of the subject <br />site. No response was received from the mailout. The Planning and Zoning Commission, by unanimous vote, <br />recommends City Council approve Rezone Request #R10-003. <br />Action Required by Council: <br />public hearing. <br />taking action on a recommendation by the Planning and Zoning Commission to approve Rezone Request <br />3, for the property located north of Fairmont Parkway, from BI and HI to PUD. <br />Ron Bottoms, City Manager Date <br />
