<br />ChaDter 172 EmDlovee Retiree Insurance and Benefits Board Meetina Minutes <br /> <br />Notice is hereby given of a regular meeting of the Chapter 172 Employee Retiree Insurance and <br />Benefits Board to be held on October 15, 2008 at 5:30 PM, at City Hall in the Council Chamber, <br />604 West Fairmont Pkwy, La Porte, Texas, regarding the items according to the agenda below: <br /> <br />1. Call to Order <br />The meeting was called to order at 5:42 pm <br /> <br />2. Consider approval of minutes from September 18, 2007 meeting <br />Sammy made a motion to table the minutes, Clark seconded the motion. <br /> <br />3. Discuss a Smoking Cessation Program <br />The Committee discussed covering the smoking cessation drug Chantix. Matt wanted to <br />cover the drug at 100%; Sammy thought $25 was fair. The recommendation was to cover it <br />one-time only for a lifetime at $25. Sammy made a motion, Michael seconded the motion. <br /> <br />4. Discuss a Wellness Program <br />The committee was informed that Concentra would be administering biometric screening for <br />all employees. The committee discussed incentives for employees participating in the <br />Biometric Screening process. One incentive was to provide a free membership to the Fitness <br />Center, The committee also talked about giving employees money in their HealthFund. <br />Michael thought $50-$75 was fair. Matt agreed with $50 towards the HealthFund. Michael <br />made a motion, Matt seconded the motion. <br /> <br />5. Discuss coverage of Infertility Procedures <br />The committee discussed the idea of covering a portion of the cost of invitro fertilization. <br />Michael thought $3,000 was a good amount. Michael made the motion, Matt seconded. <br /> <br />6. Discuss Retiree Benefit Plan for Retirees who retired prior to January 1, 2006. <br />The committee discussed a situation in which an employee who retired from the City effective <br />10/31/2003 and was paying the active employee rate for retiree medical coverage. The <br />employee came back to work for the City on July 5, 2005 and retired again August 22, 2008. <br />The employee thought they should still be billed the active employee rate and not fall under <br />the current policy which would require the employee to meet the 80 point rule. Since the <br />employee did not meet the 80 point rule, the employee would be billed at the COBRA rate. <br />Matt said he did not think we should change the rules for one person, however, he would like <br />to do away with the 80 point rule. <br /> <br />7. Discuss the 80 point rule for Retiree Coverage <br />Matt would like to do away with the 80 point rule. Clark wanted to make sure that the <br />Employee Handbook was modified to read that employees who do not meet the 80 point rule <br />can purchase coverage at the full cost. Matt would like to look into changing the policy to <br />allow for someone with 20 years of service to pay a percentage of the cost of medical <br />coverage rather than having to meet the 80 point rule. Matt stated he would like to talk about <br />this further. A motion was made to change the policy manual to state employees could <br />purchase coverage at the full cost. Clark made a motion and Michael seconded. <br /> <br />8. Administrative Reports <br />Heather informed the committee the Enrollment meetings would take place from October 6th - <br />October 10th; Open Enrollment would be held from October 13th - October 31st and the <br />Biometric Screening would take place October 27'h - October 31st. <br />
