A subcommittee, formed by the Commission, performed a review and forwarded their <br />recommendation to the Commission. On August 19, 2010, the Planning and Zoning Commission conducted a hearing to <br />receive public input on the matter. Upon conclusion of the hearing, the Commission took action (6-0; 1 abstain) to <br />recommend to City Council, favorable consideration of the proposed amendments described generally below: <br />• All pre-existing nonconforming signs (listed w/address) within the overlay and the blocks abutting S.H.146 in the <br />Main Street District as of the effective date of this ordinance would be permanently exempted from the terms, <br />conditions, and effects of Sections 106-262 (Nonconforming Structures), and may be repaired, maintained and <br />replaced as long as they are not enlarged. <br />• Those listed that are on private property would be allowed to continue in perpetuity while those on right of way would <br />continue until such time, if any, the city had a need to utilize the location for public purpose. <br />• Businesses in the blocks abutting S.H. 146 (Controlled Access Corridor) would be allowed to build signs to standards <br />otherwise allowable in comparable commercial zones. <br />• New monument or ground signs that do not exceed eight feet (8') in width or height now would be allowed in both the <br />district and overlay where a property owner has room to do so within their property. <br />• Projection signs would be allowed within the right-of-way of the Main Street overlay to allow for additional <br />pedestrian visibility. <br />Notices of the Planning and Zoning Commission public hearing were mailed to business and property owners located <br />within 200' of the Main Street District. <br />Action Required by Council: <br />1.
