CALL TO ORDER— Mayor Rigby called the meeting to order at 6:00 p.m. <br /> 2. INVOCATION —The invocation was given by Reverend Alan Neel, Life Community Church. <br /> PLEDGES —The pledges of allegiance to the U.S. and Texas flags were led by Councilperson Steve Gillett. <br /> 3. PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS <br /> Recognition - Retirement of Curtis Herrod (City of La Porte Public Works) [Louis R. Rigby, Mayor] <br /> 4. PUBLIC COMMENTS (Limited to five minutes per person)—Carol Schneider of Grace Church Houston discussed <br /> their appreciation of cities month held earlier this year and thanked the Councilpersons for their service. Chuck <br /> Rosa spoke against denying zoning applications with prejudice, against limiting the length of public comments, <br /> against banning political signs on City property, in support of lowering the property tax rate, and asked for headset <br /> microphones. Deborah Arrona spoke about disability mobility accessibility for the MLK Splashpad, thanked the <br /> Council for the improvements, and asked for the appropriate striping and signage to be completed. <br /> 5. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in accordance with <br /> staff recommendations provided. An item may be removed from the consent agenda and added to the Statutory <br /> Agenda for full discussion upon request by a member of the Council present at this meeting.) <br /> (a) Approve the minutes of the City Council meeting held on September 9, 2019. [Mayor Rigby] <br /> (b) Approve the Mayor's nomination of Doug Martin to continue serving as the Chair of the Tax Increment <br /> Reinvestment Zone Number One (TIRZ) Board of Directors and of the La Porte Redevelopment <br /> Authority through May 2020. [Mayor Rigby] <br /> (c) Award Bid #19016 for mowing of various City properties. [Corby Alexander, City Manager] <br /> (d) Approve the nominations of Councilperson Engelken as the City's representative and of Councilperson <br /> Bentley as the City's alternate to the Houston Galveston Area Council (H-GAC) 2020 General Assembly <br /> and Board of Directors. [Mayor Rigby] <br /> Councilperson Garza pulled item b. Councilperson Engelken moved to approve items a, c, and d; the motion <br /> was adopted, 9-0. Councilperson Engelken moved to approve the Mayor's nomination of Doug Martin to <br /> continue serving as the Chair of the Tax Increment Reinvestment Zone Number One(TIRZ) Board of Directors <br /> and of the La Porte Redevelopment Authority through May 2020; the motion was adopted, 8-1, Councilperson <br /> Garza voting against. <br /> 6.
