JAY MARTIN r 0 CHUCK ENGELKEN <br /> Chairman Member <br /> DANNY EARP STEVE GILLETT <br /> Vice-Chairman ��� — Alternate Member <br /> 121? <br /> MINUTES OF DRAINAGE AND FLOODING COMMITTEE <br /> MEETING HELD SEPTEMBER 9, 2019 <br /> The Drainage and Flooding Committee of the City of La Porte met on Monday, September 9, 2019, at the City Hall Council <br /> Chambers, 604 West Fairmont Parkway, La Porte, Texas, at 5:00 p.m. to consider the following items of business: <br /> Committee Members present: Jay Martin, Chuck Engelken, Steve Gillett <br /> Committee Members absent: Danny Earp <br /> Council-appointed officers present: Jason Weeks, Assistant City Manager (left the meeting at 5:20 p.m.); Lee <br /> Woodward, City Secretary <br /> Call to Order- Chairman Martin called the meeting to order at 5:08 p.m. <br /> 2. Statutory Agenda <br /> (a) Approve the minutes of the meeting held on August 12, 2019. [Jay Martin, Chairman] <br /> Committee member Gillett moved to approve the minutes; the motion was adopted, 3-0. <br /> (b) Receive report from Harris County Flood Control District regarding current and future plans relating <br /> to flooding in the City of La Porte. [Lorenzo Wingate, P.E., City Engineer] <br /> Lorenzo Wingate, City Engineer, said Jeremy Ratcliff of the Harris County Flood Control District (HCFCD) <br /> was not present to provide an update on projects listed or the buyout program. Mr. Wingate said he did not <br /> believe that additional demolition permits had been issued, in response to a question from Member Engelken, <br /> who said he was still interested in the status on this and said he would reach out to Flood Control himself. <br /> (c) Presentation, discussion, and possible action regarding the status of current drainage projects. <br /> [Lorenzo Wingate, P.E., City Engineer] <br /> Mr.Wingate said he sat in on a webinar on this and that HUD expected to take applications around May 2020 <br /> for about $4.3B available to the General Land Office, but program requirements are not expected to be <br /> completed until April 2020. He said about 140 counties that were in three major disasters are eligible for the <br /> funds, and that regional projects would be weighted more heavily, which he believed the City's projects were <br /> appropriate for. Mr. Wingate estimated funding for all five of the previously reclassified projects under the <br /> other programs would be about $11M. Chair Martin asked that the Committee be kept apprised and that <br /> applications be placed timely. <br /> (d) Presentation, discussion, and possible action regarding additional drainage concerns and provide <br /> staff with direction. [Lorenzo Wingate, P.E., City Engineer] <br /> Mr.Wingate said an update had been received from Pasadena on an allocation of about$8.3M and that they <br /> were intending to relocate detention ponds (originally 200 acre feet around the convention center site to 300 <br /> acre feet along Red Bluff). Member Engelken noted the project deadline had passed about three years ago. <br /> 3. Set date for next Drainage and Flooding Committee Meeting -The next meeting date was set for October 14 <br /> at 5:00 p.m. <br /> 4.
