Standardization of <br />design criteria of public roads simplify and insure quality roads that are constructed to last and be in general <br />agreement with roads built for Harris County and the Texas Department of Transportation. As part of the ongoing <br />outreach efforts to involve the citizens in their local government, a voluntary public hearing on the road design <br />criteria is sought to receive public input. Another part of this outreach program entailed the distribution of the <br />proposed criteria to various engineering consultants including Lockwood, Andrews & Newnam, Inc., Manning <br />Engineering, ESOR Engineering, Windrose Services, Klotz & Associates, Inc., Brown & Gay, [nc., local developer <br />Eddie Gray, H. Carlos Smith, UA Engineering, and Claunch & Miller. Comments'were received from Claunch & <br />Miller and Klotz & Associates. Internally, the proposed design criteria were reviewed by Public Works whose <br />comments were sought. The proposed road design criteria will become Chapter 6 of the Public Improvements <br />Criteria Manual (pICM). Currently there is only one chapter of PICM - Chapter 5 which deals with the design of <br />storm sewer drainage systems. The need for a full and complete PICM stems from the Development Ordinance <br />which refers to PICM as being the location for applicable design criteria for use in the design of public systems. <br /> <br />At its October 16,2003 meeting the La Porte Planning & Zoning Commission voted to recommend approval of the <br />proposed Chapter 6 to the City Council. <br /> <br />Action ReQuired bv Council: <br /> <br />Consider holding a public hearing to receive any citizen input on the proposed Paving Design Criteria and consider <br />approving a resolution adopting the Paving Design Criteria Chapter of the Public Improvements Criteria Manual. <br /> <br />Aooroved for City Council Ae:enda <br /> <br /> <br />/J~q-O 3 <br /> <br />Date <br />
