C. Authorized Representative of the Industrial User <br />1. If the industrial user is a corporation, the authorized representative <br />shall mean: <br />a. the president, secretary, treasurer, or a vice-president of the <br />corporation in charge of a principal business function, or any <br />other person who performs similar policy or decision making <br />function for the corporation; <br />b. the manager of one or more manufacturing, production, or <br />operation facilities empleyiRg-rsere t aR twe--; ndFPd--ARCI <br />exceeding $ 25 millien¢ iR second-quaFteF 1980 dellaF.s`, if <br />authority to sign documents has been assigned or delegated to <br />the manager in accordance with corporate procedures. <br />2. If the industrial user is a partnership, or sole proprietorship an <br />authorized representative shall mean a general partner or proprietor, <br />respectively. <br />3. If the industrial user is a Federal, State or local governmental facility, <br />an authorized representative shall mean a director or highest official <br />appointed or designated to oversee the operation and performance of <br />the activities of the government facility, or his and or her designee. <br />4. By a duly authorized representative the individuals described in <br />paragraphs 1-3 above may designate another authorized <br />representative if the authorization is in writing if: <br />a. The authorization is made in writing by the individual <br />described in paragraphs 1-3 above <br />b. The authorization specifies either the individual or a position <br />pe~s^n Fespensible having responsibility for the overall <br />operation of the facility from which the discharge originates, <br />such as the position of plant manager, operator of a well or <br />well field superintendent, or a position of equivalent <br />responsibility or having overall responsibility for the <br />environmental matters for the company, and <br />c. The written authorization is submitted to the CA. <br />5. If authorization under paragraph C 4 of this section , is no longer <br />accurate because a different individual or position has responsibility <br />4 <br />
