<br /> Councilperson Bentley moved to adopt Ordinances Nos. 2020-IDA-102 through 2020-IDA-133, authorizing
<br /> the execution of Industrial District Agreements with companies in the Battleground and Bayport Industrial
<br /> Districts, for a twelve-year term beginning January 1,2020;the motion was adopted,6-1, Councilperson Garza
<br /> voting against.
<br /> Councilperson Earp moved to award Bid #20006 for the Recreation and Fitness Center roof replacement
<br /> project to Lessman Roofing and Sheetmetal LLC, authorize the City Manager to execute a construction
<br /> contract in the total authorization of$230,000, and adding that the roof extension will be 24"on all three sides;
<br /> the motion was adopted, 9-0.
<br /> 3. PUBLIC HEARINGS AND ASSOCIATED ITEMS
<br /> (a) The City Council will hold a public hearing to receive comments regarding a recommendation by the
<br /> Planning and Zoning Commission to adopt Ordinance 2020-3770 amending Chapter 106, "Zoning" of
<br /> the City of La Porte Code of Ordinances in connection with a review and update to Chapter 106,
<br /> "Zoning"; followed by discussion and possible action to adopt Ordinance 2020-3770. [Ian Clowes,

<br /> Mayor Rigby opened the public hearing at 6:13 p.m. Ian Clowes gave a brief presentation, noting tonight's
<br /> update was three of the more pressing items considered for revision. Mayor Rigby closed the public hearing
<br /> at 6:45 p.m. Councilperson Earp moved that the Council adopt Ordinance 2020-3770 amending Chapter 106,
<br /> "Zoning" of the City of La Porte Code of Ordinances, striking Sections 106-800 (b) Landscaping standards
<br /> and (c) Screening standards and directing that those sections be returned to the Planning and Zoning
<br /> Commission for additional review. Councilperson Garza moved to amend the motion to direct that the entire
<br /> ordinance be returned to the Planning and Zoning Commission for additional review; the motion was not
<br /> seconded and was not considered. The original motion was adopted, 8-1, Councilperson Garza voting
<br /> against.
<br /> 4. STATUTORY AGENDA
<br /> (a) Presentation, discussion, and possible action to authorize the Mayor to execute an agreement with the
<br /> La Porte - Bayshore Chamber of Commerce for general promotional and tourist advertising of the City
<br /> of La Porte, to conduct solicitation and operating programs, and to conduct special programs to
<br /> contract conventions and visitors, including the establishment and operation by the Chamber of a
<br /> convention and visitors bureau, in the annual amount of $165,000.00 for a term of three (3) years
<br /> beginning on October 1, 2019, and expiring on September 30, 2022. [Jason Weeks, Assistant City

<br /> the motion was not adopted, 4-5, Councilpersons Bentley, Lunsford, Gillett, and Garza voting in support.
<br /> Councilperson Engelken moved to adopt Ordinance 2019-3758, approving the updated City Council Rules of
<br /> Procedure and Ethics Policy combined document; the motion was adopted, 7-2, Councilpersons Garza&Gillett
<br /> voting against.
<br /> 5. REPORTS
<br /> (a) Receive a report on the Drainage and Flooding Committee meeting. [Councilperson Martin]
<br /> Councilperson Martin reported the Committee had received updates on drainage projects and funding and will
<br /> meet again February 10.
