Herrera, City Manager <br /> <br /> <br />John Joems, Assistant City Man <br /> <br />J. E. Cooke Estate <br />Potential Property Acquisition <br /> <br />As you know, Mr. J. E. Cooke passed away earlier this year. It appears that his widow, <br />Dorothy M. Cooke, may be interested in selling the properties that are in La Porte. <br /> <br />Fred Westergren and Decker McKim are assisting her in reviewing deeds, old papers, <br />etc., in an effort to determine what property she owns and whether or not there is clean title to <br />the properties. They have visited me to see if the City is interested in any of the properties. <br /> <br />One area the City may wish to consider is along the North side of Little Cedar Bayou and <br />str~ing from 1st Street to 5th Street right-of-way. This property could be important to the City <br />for the following reasons: <br /> <br />1. Owning both sides of LCB could enhance and protect the park from future <br />development encroachments from the North Side of the Bayou. <br />2. It would assist in flood plain regulation. <br />3. If necessary, it would provide more flexibility and options if future drainage I <br />channelization improvements are necessary. <br />4. It provides the opportunity for the City to control the land and uses around the <br />LCB Wastewater Treatment Plant and to have a buffer around the facility. <br />5. It provides an opportunity to preserve and promote the "historical" gravesites in <br />Block 1154. <br />6. Provides for other creative options to land use along LCB such as a riverwalk or <br />pedestrian trail. <br />7. Provides for relocation of Parks Department Equipment and materials to a site <br />near the Fitness Center / Administration Bldg. (Block 1157). ~ <br /> <br />At this time, there is no established asking price. and the market value of the property is <br />certainly dependent on the outcome of the title search. Funds that could be considered for the <br />purchase of the property are: <br /> <br />1. Voter approved but unsold bonds; $500.000 available <br />2.
