PUBLIC HEARINGS AND ASSOCIATED ITEMS <br />(a) The City Council will hold a public hearing to receive comments regarding a recommendation by the <br />Planning and Zoning Commission to adopt Ordinance 2020-3770 amending Chapter 106, "Zoning" of <br />the City of La Porte Code of Ordinances in connection with a review and update to Chapter 106, <br />"Zoning"; followed by discussion and possible action to adopt Ordinance 2020-3770. [Ian Clowes, <br />City Planner] <br />Mayor Rigby opened the public hearing at 6:13 p.m. Ian Clowes gave a brief presentation, noting tonight's <br />update was three of the more pressing items considered for revision. Mayor Rigby closed the_nublic hearing <br />at 6:45 p.m. Councilperson Earp moved that the Council adopt Ordinance 2020-3770 amending Chapter 106 <br />"Zoning" of the CitV of La Porte Code of Ordinances striking Sections 106-800 b Landscaping standards <br />and c Screening standards and directing that those sections be returned to the Plan nin and Zonin <br />Commission for additional review. Council erson Garza moved to amend the motion to direct that the entire <br />il...-. w. r.{inn -- nni <br />against. <br />4. STATUTORY AGENDA <br />(a) Presentation, discussion, and possible action to authorize the Mayor to execute an agreement with the <br />La Porte - Bayshore Chamber of Commerce for general promotional and tourist advertising of the City <br />of La Porte, to conduct solicitation and operating programs, and to conduct special programs to <br />contract conventions and visitors, including the establishment and operation by the Chamber of a <br />convention and visitors bureau, in the annual amount of $165,000.00 for a term of three (3) years <br />beginning on October 1, 2019, and expiring on September 30, 2022. [Jason Weeks, Assistant City <br />Manager] <br />(Councilperson Martin signed a Conflict of Interest affidavit and did not participate in the discussion or vote on <br />the item.) Councilperson En elken moved to authorize the Mayor to execute an agreement with the La Porte - <br />Ba shore Chamber of Commerce for general oromotional and tourist advertising of the City of La Porte to <br />conduct solicitation and operating programs, and to conduct s ecial programs to contract conventions and <br />visitors includin the establishment and operation by the Chamber of a convention and visitors bureau in the <br />annual amount of $166,000.00 for a term of three 3 ears beginning on October 1 2019 and expiring on <br />September 30, 2022; the motion was adopted, 8-0. <br />(b) Presentation, discussion, and possible action to adopt Ordinance 2019-3758, amending the Council <br />Rules of Procedure and Ethics Policy. [Mayor Rigby] <br />Councilperson Garza moved that the ordinance be delayed a month and referred once again to the Committee: <br />the motion was not adopted, 4-5 Councilpersons. REPORTS <br />(a) Receive a report on the Drainage and Flooding Committee meeting.
