7, LEAK DETECTION AND REPAIR <br />The City of La Porte currently has leak detection programs which will be <br />maintained. The program includes: <br />a. Monthly water use accounting by the Billing Department which <br />identifies high water usage after the service meters which <br />may indicate leaks. <br />b. Visual inspections by utility employees who keep a constant <br />watch out for abnormal conditions indicating leaks or illegal <br />connections. <br />C. Visual inspections of storm water outfalls are conducted during <br />periods of dry weather to locate leaks that may be entering <br />storm drain systems. <br />d. Distribution system pressures are monitored continuously with a <br />SCADA system. <br />e. Maintaining an adequate maintenance staff, inventory of repair <br />parts and equipment necessary to repair any leaks. <br />An annual water accounting or audit is considered be part of the <br />program. Sources of water loss, once located, are immediately <br />corrected. Data from the audit is used to monitor and <br />evaluate system conditions, <br />RECYCLING/REUSE <br />As previously noted, the City of La Porte has the capability of reuse and recycling <br />of treated effluent. Current use includes the recycling of approximate one million <br />gallons per month at the La Porte Wastewater Treatment Plant used in process <br />water, belt press operation and wash down. Additionally, as indicated above, re- <br />use water is made available and used by the La Porte Bay Forest Golf Course <br />and the Little Cedar Bayou Park for irrigation purposes. The amount will vary <br />during the year according to the season. <br />H. WHOLESALE WATER CONTRACTS <br />Wholesale water contracts entered into or renewed, after the official adoption of <br />this plan,, and including any contract extension, shall include that each successive <br />wholesale customer develop and implement a water conservation plan or <br />water conservation measures using applicable elements in accordance <br />with T.A.C.30,Partl,Chapter 288, Subchapter A. <br />V *q$l V DR171 V-11 a 4 J1 I q 611 <br />The City of La Porte maintains a records management system to monitor and <br />track customer account information and usage. The Billing Department has the <br />ability to segregate usage groups such as residential, multi -family, commercial, <br />institutional and industrial users, The data for water produced is monitored and <br />recorded to enable accurate tracking of monthly water usage, <br />
