Box 1115 <br />La Porte, Texas 77572 <br />RE: Registration of fuel oil/natural gas pipeline <br />Dear Mr. Herrera, <br />In November 2001, 1 delivered a completed pipeline registration form along with all required <br />supporting documentation to the City of La Porte. In recent weeks I have tried to obtain a status of the <br />registration request to no avail. The feedback from the city has been that the registration form and <br />documentation cannot be located <br />Due to the inability to locate the original submittal, I am resubmitting the registration form and <br />support documents. I would like to request that this be processed expeditiously due to the delay in <br />processing the original submittal. A copy of the original cover letter with a signed receipt is also attached. <br />Reliant Energy HL&P ("HL&P) operates a fuel oil/natural gas pipeline in connection with the <br />operation of its electric generating units. The City of La Porte granted HL&P a permit to construct this <br />pipeline by Ordinance No. 915-H dated December 15, 1975. <br />During the 1999 legislative session, the Texas Legislature passed Senate Bill 7, which requires <br />electric utilities like HL&P to separate their integrated utility business into three companies: a transmission <br />and distribution utility, a retail electric provider, and a power generation company. In order to comply with <br />this legislation, HL&P will transfer the fuel oil/natural gas pipeline to a new entity that will hold HL&P's <br />Texas generating assets. <br />In preparation for this transfer, Reliant Energy is registering the pipeline pursuant to Section 102- <br />233 of the La Porte Code of Ordinances. The information required by that section may be found in the <br />attached registration form. Upon transfer of the pipeline to the new generating company, Reliant Energy <br />will provide you with notice of the transfer and, if necessary, will update the information contained in the <br />attached registration form. <br />If you have any questions, please feel free to call me at 281.425.7300.
