hereinafter read as follows: <br /> "ARTICLE Xl. -SWIMMING POOLS <br /> Sec. 82-631.—Reserved. <br /> Sec. 82-632. Swimming Pool and Spa_Code adopted. <br /> (a) Except as provided in this section, the International Swimming Pool and Spa Code, 2018 edition, <br /> published by the International Code Council, is adopted and incorporated as fully as if set forth at <br /> length in this section and the provisions therein shall be controlling for the design, construction, <br /> alteration, movement, renovation, replacement, repair and maintenance of aquatic recreation <br /> facilities, pools, spas, hot tubs and aquatic facilities. The pools and spas covered by this code are <br /> either permanent or temporary, and shall be only those that are designed and manufactured to be <br /> connected to a circulation system and that are intended for swimming, bathing or wading. One copy <br /> of the International Swimming Pool and Spa Code, 2018 Edition, is on file in the office of the city <br /> secretary. <br /> (b) If a section of this article is found to be in conflict with a provision of any zoning, building, fire, safety <br /> or health ordinance or any regulation adopted pursuant thereto or any other ordinance or code or <br /> regulation of the city, the provision which establishes the higher standard for the promotion of the <br /> health and safety of the people shall prevail. <br /> (c) Any person who shall violate any provision of the standards adopted or established in this article <br /> shall upon conviction be punished as provided in Appendix B. <br /> Sec. 82-633. -Water quality. <br /> (a) The provisions of this section shall apply to public swimming pools. <br /> (b) All public swimming pools, as well as wading pools shall maintain water quality at all times <br /> consistent with the requirements set forth in this section: <br /> (1) Disinfectant. There shall be introduced into such pools sufficient disinfectant so as to maintain <br /> at all times a free chlorine residual of not less than 1.0 ppm as shown by the standard ortho- <br /> tolidine test, which level shall be maintained in all parts of the pool. <br /> (2) Acidity-alkalinity. The pool water shall be maintained in an alkaline condition so that pH of the <br /> water shall not be less than 7.2. <br /> (3) Clarity of water. The pool water shall be sufficiently clear so that the main drain in the deepest <br /> part of the pool is clearly visible from the edge of such pool nearest the drain. <br /> (4) Algae. Pool water, floors, walls and surrounding decks and overflow gutters shall be kept free <br /> of algae. <br /> (5) Bacterial quality. Not more than 15 percent of samples tested shall show the presence of <br /> coliform organisms nor have a plate count of more than 200 bacteria per milliliter. <br /> (6) Recirculation system. Each public swimming pool shall be equipped with a recirculation system <br /> which shall consist of pumping equipment, hair and lint catcher and filters. Wading pools shall <br /> be physically separated from swimming pools and shall be served by the swimming pool <br /> recirculation system or by a separate system. <br /> Sec. 82-634. -Annual public swimming pool license. <br /> (a) Required; application. It shall be unlawful to establish, maintain or operate a public swimming pool <br /> without first securing a public swimming pool license from the inspection services division.
