JAY MARTIN, CHAIRMAN <br />MAYOR PRO TEM <br />MANDI WILLIAMS <br />COUNCILPERSON <br />CHUCK ENGELKEN <br />COUNCILPERSON <br />BILL BENTLEY, ALTERNATE <br />COUNCILPERSON <br />MINUTES OF THE DRAINAGE AND FLOODING COMMITTEE MEETING <br />JUNE 13, 2022 <br />The Drainage and Flooding Committee of the City of La Porte met on Monday, June 13, <br />2022, at the City Hall Council Chambers, 604 West Fairmont Parkway, La Porte, Texas, at <br />5:00 p.m. to consider the following items of business: <br />Committee Members present: Jay Martin, Chuck Engelken, Mandi Williams, <br />Committee Members attending remotely: Bill Bentley (alternate) <br />Committee Members absent: None <br />Council -appointed officers present: Corby Alexander, City Manager: Lee Woodward, City <br />Secretary <br />CALL TO ORDER — Chairman Martin called the meeting to order at 5.00 p.m. <br />2. CITIZEN COMMENT (Generally limited to five minutes per person, in accordance with state <br />law, the time may be reduced if there is a high numberof speakers or other considerations.) <br />Dewey Walls and John Sheffield spoke of their concerns about drainage at Shady River due <br />to area development. <br />3. STATUTORY AGENDA <br />a. Presentation, discussion, and possible action to approve the minutes of the <br />Drainage and Flooding Committee regular meeting held on May 9, 2022. [Jay Martin, <br />Chair] <br />Member Engelken moved to approve the minutes: the motion was seconded by Member <br />Williams: the motion was adopted, 3-0. <br />b. Presentation, discussion, and possible action regarding the status of potential <br />development of property located at the intersection of State Hwy. 146 and McCabe <br />Road and owned by Dutko Family Partnership, Ltd. [Lorenzo Wingate, Assistant <br />Director of Public Works] <br />Mr. Wingate said the City has received an application for a Special Conditional Use Permit <br />(SCUP). He noted the property is entirely located in a floodplain and has part of a low- to <br />moderate -wave action zone. He said the project is moving forward for the Planning and <br />Zoning Commission to consider a zone change request, a change to the Future Land Use <br />Map, and the SCUP application. Chair Martin said the City had met with Beazer Homes, <br />the developer, just before this meeting, over Beazer's corrective measure they have <br />developed with their engineer, CobbFindley, and that Beazer will also be employing LJA <br />Engineering. Jeff Anderson of Beazer was permitted to address the Committee. <br />c. Presentation, discussion, and possible action regarding status of 100 acre-foot <br />detention pond project near the Pasadena Convention Center and Brookglen <br />Subdivision, in connection with amended interlocal agreement between the City of <br />La Porte and the City of Pasadena.
