Adopt Resolution 2022-20 authorizing the City Manager to sign the TXDOT S.T.E.P. grant <br />award and other documents for the TXDOT Commercial Motor Vehicle STEP grant. [Steve <br />Deardorff, Chief of Police] <br />Councilperson Engelken moved to approve the consent agenda: the motion was seconded by <br />Councilperson Bentlev: the motion was adopted. 9-0. <br />6. PUBLIC HEARINGS AND ASSOCIATED ORDINANCES <br />a. The City Council will hold a public hearing to receive comments regarding the <br />recommendation of the Planning and Zoning Commission against adoption of Ordinance <br />2022-3898 amending the Code of Ordinances of the City of La Porte, Texas, Chapter 106 <br />"Zoning" by granting Special Conditional Use Permit #22-91000005, to allow for a Motel <br />Development on a 0.877-acre tract of land located at 914 S. Hwy 146 and legally described <br />as Reserve A, Block 1, Kishan at La Porte in the General Commercial (GC) zoning district; <br />followed by discussion, and possible action to consider adoption of Ordinance 2022-3898 <br />amending the Code of Ordinances of the City of La Porte, Texas, Chapter 106 "Zoning" by <br />granting Special Conditional Use Permit #22.91000005, to allow for a Motel Development <br />on a 0.877-acre tract of land located at 914 S. Hwy 146 and legally described as Reserve A, <br />Block 1, Kishan at La Porte in the General Commercial (GC) zoning district. [Teresa Evans, <br />Planning & Development Director] <br />Councilperson Helton signed a conflict of interest affidavit and did not participate in the discussion <br />or vote. Mayor Rigby opened the public hearing at 6:15 p.m. There were no comments. Mayor <br />Rigby closed the public hearing at 6:20 p.m. Councilperson Martin moved to deny adoption of <br />Ordinance 2022-3898, the motion was seconded by Mour Pro Tern Engelken: the motion was <br />adopted, 8-0. <br />7. STATUTORY AGENDA <br />a. Presentation, discussion, and possible action to adopt Ordinance 2022-3897, setting the <br />City of La Porte, Texas' ad valorem tax rate and levying taxes on taxable property located in <br />the City of La Porte, Texas, for the 2022-23 Fiscal Year. [Michael Dolby, Finance Director] <br />Mayor Pro Tern Engelken moved to adopt Ordinance 2022-3897, setting the City of La Porte, <br />Texas' ad valorem tax rate and levying taxes on taxable property located in the City of La Porte. <br />Texas, for the 2022-23 Fiscal Year: the motion was seconded by Councilperson Bentley: the motion <br />was adopted, 8-1, Councilperson Williams voting against. <br />8. REPORTS <br />a. Receive report on the La Porte Development Corporation Board of Directors meeting. <br />[Mayor Pro Tern Engelken] <br />Mayor Pro Tern Engelken reported the Board met and approved three items along Main Street, a <br />grant for Revak which will come to Council on October 10, and two enhancement grants. He added <br />that the Board had re-elected President Warren and Vice President Ojeda for the coming year and <br />set the next meeting for October 24. <br />9.
