8. REPORTS <br />a. Present 411 Quarter CIP Report to City Council. [Matt Daeumer, Assistant City Manager] <br />Mr. Daeumer offered a presentation. Councilperson Martin asked Mr. Daeumer to consider options <br />to spend down some of the funds in GEN675 Community Coop Projects for the next fiscal year, <br />including considering increasing the City incentive match to $10,000. Mr. Daeumer agreed to bring <br />proposed changes to the Council. <br />b. Present annual review of the City of La Porte Investment Policy. [Shelley Wolny, Assistant <br />Finance Director] <br />Mrs. Wolny presented the report and noted no changes were recommended. <br />c. Receive report of the Fiscal Affairs Committee meeting. [Mayor Pro Tern Engelken] <br />Mayor Pro Tern Engelken reported the Committee met and reviewed purchasing card expenditures, <br />heard the favorable investment report, and considered the Investment Policy. <br />d. Receive report of the Drainage and Flooding Committee meeting. [Councilperson Martin] <br />Councilperson Martin reported the Committee met, received updates and discussed drainage <br />projects, and set the next meeting for January 9, 2023. <br />9. ADMINISTRATIVE REPORTS <br />• City Council meeting, December 12 <br />• Planning and Zoning Commission meeting, November 15 <br />The City Manager said there were no reports. <br />10. COUNCIL COMMENT Hear announcements concerning matters appearing on the agenda; items <br />of community interest; and/or inquiries of staff regarding specific factual information or existing <br />policy from the Mayor, Councilpersons, and City staff, for which no formal action will be <br />discussed or taken. <br />Councilpersons congratulated graduates of City University, Sgt.
