Kelley <br />Parker, III, of Cushman & Wakefield of Texas, Inc., concerning the <br />City of La Porte's proposed industrial district agreement renewal <br />with your firm. <br /> <br />Rexene's property was developed by Friendswood Development Company, <br />and is situated in the Bayport Industrial District. Rexene' s <br />property is undeveloped land. Rexene is now attempting to market <br />the land to various third parties. <br /> <br />The restrictions of Bayport Industrial District, of which the <br />subject property is a part, provide that Coastal Water Authority <br />has jurisdiction to provide water, and Gulf Coast Waste Disposal <br />Authority has jurisdiction to provide waste water treatment. <br />Rexene inquired whether the City of La Porte could furnish potable <br />domestic water and domestic waste water treatment, to the subject <br />property. <br /> <br />The City of La Porte purchases its potable domestic water from the <br />City of Houston's Southeast Water Treatment Plant. The City of La <br />Porte has a limited percentage interest in this plant, and the <br />plant itself has never produced at 100% of its rated capacity. <br />Therefore, the City of La Porte has limited potable water <br />resources. The City of La Porte does not sell potable water and <br />domestic waste water treatment services, for industrial process <br />purposes, but only for domestic purposes. <br /> <br />The City of La Porte would be open to discussing with Rexene and <br />.its prospective purchasers, a contractual arrangement, without the <br />necessity of annexation, for the provision of potable domestic <br />water and domestic waste water treatment services, to the subject <br />
