Mr. Alexander, <br />While I understand we have to have an agreement in place being in City of La Porte's ETJ. While <br />I do not think that the City has a right to apply rules to property that it does not provide <br />services for, or to demand an agreement under threat of being annexed. The current Texas <br />Local Government Codes provides Cities the, power to do this, but if the Legislature makes <br />changes then the Cities and Company should have to abide by those changes. <br />For the City to put a waiver for the "COMPANY" and back date it a year before new IDA goesin <br />affect in the agreement is not right. The City Council does not represent any " COMPANY " in <br />the ETJ, they represent the Citizens of La Porte and rightfully so. <br />Like I said there is no City services provided to this property. If I were to have a theft, Harris <br />County. Sheriff comes out. And I am sure the City has a contract with Harris County to provide - <br />Fire and Ambulance service in the ETJ. We pay Harris County Taxes to provide these services. <br />I went to the first and only meeting ( that I knew about ) over this agreement. There was a lot of <br />discussion over several items, but most were put off on City Council as being responsible for <br />those.
