INVOCATION — The invocation was given by Pastor Philip Dunn, Lighthouse Baptist Church, and <br />pledges were led by Councilperson Brent McCaulley. <br />3. PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS <br />a. Recognition of the La Porte Bulldogs Junior Varsity team win at the Youth Football and <br />Cheer Federation of America, Inc.'s Bayou City Bowl. [Louis R. Rigby, Mayor] <br />b. CITIZEN COMMENT (Generally limited to five minutes per person; in accordance with state law, the <br />time may be reduced if there is a high number of speakers or other considerations.) <br />David Janda thanked the Council for reviewing regulations concerning smoke and vape shops and the <br />consideration of an update, and also congratulated the Bulldogs. <br />5. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in <br />accordance with staff recommendations provided. An item may be removed from the consent agenda <br />and added to the Statutory Agenda forfull discussion upon request by a memberof the Council present <br />at this meeting.) <br />a. Adopt Resolution 2022-22 authorizing the City Manager to execute the Texas Department of <br />Transportation Impaired Driving Mobilization (IDM) grant award and other documents for <br />the TXDOT IDM Selective Traffic Enforcement Program (STEP) Grant. Award bid #23004'Annual Requirements Contract for Mowing Services' and authorize the <br />City Manager to execute a potential two (2) year and nine (9) month agreement with <br />NeoGlobal Enterprises, LLC dibla Horticare Landscape Management, for mowing of various <br />
