L q0 <br />pM m City of La Porte <br />Established 1892 <br />Tex P® <br />September 11, 1998 <br />Ms. Martha Love <br />9 Bay Harbour <br />LaPorte, Texas 77571 <br />Re: City of La Porte Comprehensive Plan <br />Dear Ms. Martha Love: <br />On behalf of the City of La Porte, thank you for volunteering to serve on the Steering <br />Committee for the La Porte Comprehensive Plan. This is an exciting opportunity for you to <br />have an active role in shaping the future of our fine community. The comprehensive plan will <br />guide future decision -making of the Planning and Zoning Commission and City Council <br />regarding the timing and sequence of development, land use and zoning, street and utility, <br />infrastructure improvements, and the provision of adequate public facilities and services. Your <br />involvement in this process will ensure incorporation of the community's values for quality of fife <br />and consideration of the interests and concerns of citizens in managing the future growth and <br />development of our community. <br />Preparation of a comprehensive plan is a significant event that warrants the attention and <br />interest of citizens. The participation of citizens is an essential part of the planning process and <br />therefore, it is important to have strong representation of the community. As a Steering <br />Committee member, you will be tasked with identifying community issues, developing a vision <br />for the future of La Porte, preparing a statement of goals and objectives, providing overall <br />review and monitoring of the comprehensive planning process, and acting as a liaison between <br />the Wilbur Smith Associates (WSA) Consultant Team and the City's Boards and Commission. <br />There are a total of fourteen (14) tasks identified as part of the comprehensive plan project, <br />which include: <br />1. Develop database of available and existing data; <br />2. Develop community goals and objectives; <br />3. Prepare demographic and economic analyses and report; <br />4. Prepare a future land use plan for La Porte; <br />5. Develop La Porte thoroughfare plan; <br />6. Prepare utilities systems analyses; <br />7. Prepare open space and pedestrian system plan; <br />8. Prepare community facilities plan; <br />9. Prepare residential development plan; <br />10. Prepare beautification and conservation plan; <br />11. Prepare public safety plan; <br />P.O.
