Also present were City Secretary Patrice Fogarty,City Manager Corby <br />Alexander and Assistant City Attorney Clark Askins. <br /> <br />2.INVOCATION <br />-The invocation was given byMichael Thannisch,Congregation Benin Avraham. <br />3.PLEDGE OF ALLEGIANCE <br />-The Pledge of Allegiance was led by Mayor Rigby. <br />4.PUBLIC COMMENTS <br />(Limited to five minutes per person.) <br />Chuck Rosa,812 S. Virginia, addressed Council in opposition to theLaPorte Comprehensive Plan <br />Update as recommended by the La Porte Planning and Zoning Commission. <br />Blanca Villarreal, 402 Bay Oak,addressed Council regarding agenda item 6d and requested <br />Council allow her more time to have an engineer review the plans for her property. <br />Stuart Shaw, 6009 Eleos Circle, Austin, Texas,addressed Council regarding proposed Mariposa <br />Apartment Homes at Pecan Park and requested Council to extend the revitalization site.Mr. Shaw <br />informed Council he would be addressing the matter with the Planning and Zoning Commission,as <br />well. <br />5.CONSENT AGENDA <br />(All consent agenda items are considered routine by City Council and will be enacted <br />by one motion. There will be no separate discussion of these items unless a Councilmember requests an <br />item be removed and considered separately.) <br />(a) <br />Consider approval or other action regarding the minutes of regular City Council meeting <br />held on October 22, 2012 –P.
