REQUEST FOR CITY COUNCIL AGENDA ITEM
Budget
Agenda Date Requested: July 13, 2015
Source of Funds:
Requested By: Kristin Gauthier
Account Number:
Department: OEM

Amount Budgeted:
Report: Resolution: X Ordinance:
Amount Requested:
Exhibits: Resolution TBA
Budgeted Item: YES NO
Exhibits: Plan Approval Letter
Exhibits: Resolution 2010-14
SUMMARY & RECOMMENDATION
The Disaster Mitigation Act of 2000 requires local jurisdictions to have a FEMA-approved Hazard
Mitigation Action Plan in place to be eligible for federal mitigation funding. The overall purpose of the
plan is to identify potential hazards in local jurisdictions and develop corresponding mitigation actions for
each risk. On June 9, 2003, City Council approved Resolution No. 2003-17, which allowed the City to
participate in the development of a multi-jurisdictional Hazard Mitigation Plan with Harris County. On
May 23, 2005, City Council approved Resolution No. 2005-08, adopting the Harris County Multi-Hazard
Mitigation Plan.
Federal law (44 Code of Federal Regulations (CFR) Part 201) requires local jurisdictions to review and
revise the plan, and resubmit it for approval every five (5) years in order to continue to be eligible for
mitigation project grant funding. On July 12, 2010, City Council approved and adopted Resolution No.
2010-14 to accept the revised update of the plan.
Harris County, along with each participating jurisdiction, recently completed a formal evaluation and
update of the Harris County Multi-Hazard Mitigation Plan. Once revised, the plan went through two
stages of formal review by the State of Texas and FEMA. The plan was approved at both levels. The
revised plan must be formally adopted by each participating jurisdiction in order to be considered a valid
document.
Due to the large file size, the current Harris County Multi-Hazard Mitigation Plan can be accessed via the
City Secretary’s Office.
Action Required by Council:
Consider approval or other action of resolution approving the revised Harris County Multi-Hazard
Mitigation Plan for the City of La Porte.
Approved for City Council Agenda
Corby Alexander, City Manager Date
