City of La PorteJuly 6, 2016 <br />Pine Bluff Subdivision Improvements <br />EXHIBIT A <br />SCOPE OF SERVICES & COMPENSATION <br />Cobb, Fendley & Associates, Inc. <br />Proposal for Professional Engineering Services for <br />Pine Bluff Subdivision Improvements <br />Project/Limits <br />Pine Bluff Subdivision Improvements project includes the reconstruction of streets and <br />storm facilities along Bay Shore Drive, Pine Bluff Street and the lettered streets (A thru <br />F) within the Pine Bluff Subdivision. Approximately 50% of the sanitary sewer system <br />within the subdivision is aged concrete pipe and will replaced as part of the project. The <br />remaining 50% of the sewer is believed to be new or recently rehabilitated pipe. New <br />water line and appurtenances will be installed. <br />General <br />Cobb, Fendley & Associates, Inc. (CobbFendley) will perform professional engineering <br />services as follows: provide topographic survey for Pine Bluff Subdivision, drainage <br />study and civil design drawings for construction. <br />Sub Consultants <br />CobbFendley shall subcontract the geotechnical investigation and any other services not <br />specifically offered by CobbFendley to perform the tasks described in this scope of <br />service. Below is a list of the consultants that we anticipate on using for this project: <br /> Geotechnical Investigation – Terracon Consultants <br />Construction Estimate <br />The preliminary Opinion of Probable Construction Cost for this project are attached as <br />Exhibit C. <br />BASIC SERVICES <br />CobbFendley will provide the following engineering services as part of its basic service. <br />The specific items of service include: <br />Drainage Study: <br />1. Review drainage report findings and recommendations made in the City Wide <br />Drainage Report (01/09), Report #3 (10108) and Impact Analysis for Sheet Flow <br />Relief Structures (10/09). <br />2. Perform an existing condition hydrologic drainage analysis for existing roadside <br />ditch to determine the relevant rainfall runoff flow rates for areas contributing to <br />the project location. The existing condition analysis will be performed to <br />document drainage boundaries, flowrates, outfall locations, and overland <br />sheetflow patterns. A hydraulic analysis will also be performed to quantify <br />relevant existing condition flows and determine water surface elevations <br />Page 1 of 5 <br />19 <br /> <br />
