Staff present: City Secretary <br />Patrice Fogarty and Assistant City Attorney Clark Askins. <br />2. ELECTION ORDINANCE CANVASSING THE DECEMBER 8, 2018, SPECIAL ELECTION TO <br />FILL A VACANCY AND OTHER ELECTION -RELATED ACTIONS. <br />(a) Consider approval or other action regarding an Ordinance of the City Council of the City of <br />La Porte, Texas, declaring the results of the City of La Porte Special Election held on <br />December 8, 2018, for the purpose of electing a Councilperson-At-Large-Position B; and <br />providing for the matters relating to the subject. <br />Mayor Pro Tern Ojeda received the official returns and asked City Secretary Patrice Fogarty to read <br />from the ordinance declaring the results of the City of La Porte Special Election held on <br />December 8, 2018, for the purpose of electing a Councilperson-At-Large-Position B to an unexpired <br />term. Mayor Pro Tern Ojeda concluded the official canvass. <br />Councilmember Engelken made a motion to adopt the Ordinance canvassing the December 8, <br />2018, Special Election and other election -related actions. Councilmember Zemanek seconded. <br />MOTION PASSED UNANIMOUSLY 3/0. <br />Prior to council action, Assistant City Attorney Clark Askins read the caption of Ordinance 2018- <br />3732: AN ORDINANCE DECLARING THE RESULTS OF THE SPECIAL ELECTION HELD IN THE <br />CITY OF LA PORTE, TEXAS, ON DECEMBER 8, 2018, FOR AN ELECTION TO FILL THE <br />UNEXPIRED TERM OF THE POSITION OF COUNCILPERSON AT -LARGE -POSITION B; <br />FINDING COMPLINACE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN EFFECTIVE <br />DATE HEREOF. <br />3. COUNCIL COMMENTS regarding matters appearing on the agenda; recognition of community <br />members, city employees, and upcoming events; inquiry of staff regarding specific factual <br />information or existing policies — Those present: Councilmembers Engelken, Earp, Ojeda, J. Martin, <br />K.
