August 10, 2022 <br />Mr. Lorenzo Wingate <br />City Engineer <br />2963 N. 23rd Street <br />LaPorte, TX 77571 <br />RE: Engineering Services Fee Proposal <br />Brookglen Subdivision Drainage Improvements <br />Dear Mr. Wingate: <br />Halff Associates Inc. (Halff) is pleased to submit our proposal to provide Preliminary Engineering <br />services to increase drainage capacity within the Brookglen Subdivision in the City of LaPorte. The <br />scope of work is also expected to include modelling existing and proposed hydraulic/ hydrologic <br />conditions, redesigning the drainage and pavement, and replacing the water line and sidewalk. The <br />project area is generally bounded by a CenterPoint transmission line corridor to the north, Willow Springs <br />Bayou (B112-00-00) to the west, Fairmont Parkway to the south, and Gladwyne Lane to the east. This <br />proposal will include the development of a preliminary engineering report (PER), final design plans, bid <br />and construction phase services. <br />In the PER, Halff will analyze existing conditions and evaluate proposed alternatives to recommend the <br />most feasible design based on various factors including estimated construction cost, available right-of- <br />way and easements, constructability, conflicts with existing utilities, and inconvenience to residents. <br />Halff will produce alternatives to primarily improve drainage and present them to the City of La Porte in a <br />Preliminary Engineering Report (PER). <br />If the City authorizes Halff to further develop the design of any one of the alternatives in the PER, Halff <br />will proceed with to proceed with Final Design (and Bidding and Construction Phase Services if <br />authorized) to complete the design and produce signed and sealed plans for bidding and construction. <br />Final design services would include geotechnical analysis. <br />Existing Conditions: <br />The existing pavement throughout the neighborhood is comprised of concrete curb and gutter streets. An <br />underground storm sewer conveys flow to four outfall points: an underground collection system along <br />Brookwood Drive at the north and center of the subdivision, a secondary collection system running along <br />Lazy Brook Lane at the southwestern boundary of the subdivision, a third collection system running <br />along Barrybrook Lane at the southwestern boundary of the subdivision and a fourth collection system <br />running along Somerton Drive and Fairbrook Lane at the southwestern boundary of the subdivision. All <br />outfalls terminate at Willow Springs Bayou. Access to a section of the three outfalls on the southwestern <br />collection system is limited; a portion of the system is located within fenced -in backyards of properties <br />within the subdivision. <br />Proposed Conditions: <br />Using the hydrologic and hydraulic model, Develop one (1) improvement alternative to reduce ponding in <br />IFN.AL FIF ASSOCIATES, IIIhN�C.. <br />100 41 , Y Ok) H, SUl (F'I 760 I FL...
