Planning and Zoning Commission Regular Meeting <br />August 6, 2015 <br />Port Crossing SCUP <br />public hearing was posted at City Hall and on the City’s website in accordance with state <br />law. <br /> <br />Analysis: <br />There are a number of different considerations staff evaluated during the review of this <br />application. The following describes staff’s analysis of those considerations: <br /> <br />Land Use. <br />This SCUP application is for consideration is intended to clean up a number of issues <br />that arose concerning land use. In November 2014 the City approved modifications to <br />the city’s Zoning Ordinance (Chapter 106) and specifically pertaining to not allow <br />warehousing and distribution and truck terminal uses in the BI, Business Industrial, <br />District. The intent of the Port Crossing Business Park was to allow those uses. There is <br />no change to the development pattern or intensity of the proposed development. City <br />Council has directed staff to work with Port Crossing representatives on a solution that <br />would allow those uses. The proposed SCUP will incorporate a revised General Plan, <br />Development Agreement, and Land Use Exceptions. <br /> <br />Future Development. <br />Future development will still require approval of individual SCUP’s, site plans, platting <br />(as necessary), and building permits. <br /> <br />Public Utilities. <br />Public utility infrastructure has already been installed and accepted by the city. <br /> <br />Conclusion: <br />Based on the analysis above, staff finds that if the Planning and Zoning Commission <br />desires to recommend approval of the proposed Special Conditional Use Permit, then a <br />number of conditions should be considered in the approval. Section 106-217 of the <br />Zoning Ordinance outlines specific conditions for approval of SCUP applications. There <br />are three different conditions that must be met in order to approve a SCUP.
