A recommended <br />$1.00 increase on residential solid waste monthly fees for twice a <br />month large trash pick-up service attributes the increase. The <br />continuation of an in-house Commercial Solid Waste Division <br />prov ides revenue bene fi ts ove r prior yea r so 1 id waste revenues. <br />Listed under lease fees, the Sylvan Beach Pavilion rental fees is <br />an additional revenue source reflected as we begin our first year <br />of operations. <br /> <br />Parks and Recreation fees were increased due to the addition of a <br />wave pool and golf course anticipated to be operational as of May, <br />1988. <br /> <br />The Utility Fund revenues have been impacted by a total 7% decrease <br />over prior year revenues. This is due largely to reduced watel1 <br />sales revenues. With new construction down, our tap fee revenues <br />are also projected to be down from prior year actuals. <br /> <br />Finally, the City Council's decision to develop a strategy which <br />follows a commitment to change assumptions, procedures, and <br />services gives management the direction and flexibility neede9 to <br />demand innovation and creativity in the delivery of a public need. <br />The members of the City Council should be applauded for this <br />fortitude and leadership vision. <br /> <br />The preparation of this annual financial report could not have been <br />accomplished without the dedicated effort of my executive staff. <br />Their efforts over the past six months have lead substantially to <br />the improved quality of the information being reported to the City <br />Council.
