Box 1115 La Porte, Texas 71571 Ladies and Gentlemen: In accordance with Article IV of the Ci ty of La Porte Charter, I hereby submit the proposed budget for fiscal year 1986-1987, with adequate appropriation for the satisfaction of debt service requirements and the funding of essential municipal operations without any increase in taxes or fees. The budget consists' of eleven major programs: (1) General Fund, (2) Water/Wastewater Fund, (3) Capital Improvement Fund, (4) Motor Pool Replacement Fund, (5) Revenue Sharing Fund, (6) Emergency Medical Serviges Fund, (7) Vehicle Maintenance Fund, (8) Hotel Motel Tax Fund, (9) Water/Was,tewater Capi tal Improvements Fund, (10) Medical Fund, and (11) the Debt Service Fund. Each budget for these funds is in balance, in that funds meet or exceed proposed appropriations for fiscal year 1986-1987, as well as a number of items carried forward that were planned and budgeted in the fiscal 1985-1986 budget year. The General Fund 'Operating Budget is proposed at a reduction of thirteen (13) percent primarily due to the recommendation to privatize the commercial solid waste collection and disposal. This budget proposes the establishment of a franchise agreement for commercial garbage pickup and anticipates revenues from the franchise agreement and sale of equipment to the franchise con- tractor. Under such an agreement, the City would regulate rates, bill cus'tomers and require the successful bidder to absorb our personnel.
