Box 1115 <br />La Porte, Texas 71571 <br /> <br />Ladies and Gentlemen: <br /> <br />In accordance with Article IV of the Ci ty of La Porte Charter, I <br />hereby submit the proposed budget for fiscal year 1986-1987, with <br />adequate appropriation for the satisfaction of debt service <br />requirements and the funding of essential municipal operations <br />without any increase in taxes or fees. <br /> <br />The budget consists' of eleven major programs: (1) General Fund, <br />(2) Water/Wastewater Fund, (3) Capital Improvement Fund, (4) Motor <br />Pool Replacement Fund, (5) Revenue Sharing Fund, (6) Emergency <br />Medical Serviges Fund, (7) Vehicle Maintenance Fund, (8) Hotel <br />Motel Tax Fund, (9) Water/Was,tewater Capi tal Improvements Fund, <br />(10) Medical Fund, and (11) the Debt Service Fund. Each budget <br />for these funds is in balance, in that funds meet or exceed <br />proposed appropriations for fiscal year 1986-1987, as well as a <br />number of items carried forward that were planned and budgeted in <br />the fiscal 1985-1986 budget year. <br /> <br />The General Fund 'Operating Budget is proposed at a reduction of <br />thirteen (13) percent primarily due to the recommendation to <br />privatize the commercial solid waste collection and disposal. <br />This budget proposes the establishment of a franchise agreement <br />for commercial garbage pickup and anticipates revenues from the <br />franchise agreement and sale of equipment to the franchise con- <br />tractor. Under such an agreement, the City would regulate rates, <br />bill cus'tomers and require the successful bidder to absorb our <br />personnel. <br />
