Box 1115
La Porte, Texas 77571

Dear Mayor & Council:

The primary purpose of this budget report is to provide the City
Council with a six (6) month financial status overview of all
City funds.

By presentin~ a mid-year review of revenues and expenditures,
the City Council can evaluate the City's ability to effectively
deliver its public services. To assist the City Council in this
endeavor, City staff has summarized as much of the financial
information as possible. This decision reflects my desire not
to innudate the Council with too many details since the regular
budget process is only a few months away. Nonetheless, if
Council wants to explore any particular budget in detail City
staff will be present to respond to those inquiries.

While I am comfortable with the financial information reflected
in this report, I must' admit to not fully understanding some of
the financial assumptions reached by the City in formulating
the adopted budget.

Presently, the City's chart of accounts consists of the following
eleven (11) FUNDS (Budgets):

1. General Fund
2. Utility Fund
3. General Capital Improvement Fund
4. Utility Capital Improvement Fund
5. Motor Pool Fund
6. Revenue Sharing Fund
7.
