Its mission will be to educate the community in regards to taking <br />proactive preventative measures from losses of life and property from fires. <br /> <br />For fiscal year 1991-1992, the targeted fund balance at the end of the year for the <br />General Fund is $3,409,507 which is approximately 24.1% or 86.8 days, of budget <br />expenditures. <br /> <br />The Utility Fund increased 1.5% over last year. The Utility Fund had increases in <br />personal services caused by the 4% across the board salary adjustment. There was <br />also an increase in the amount that the City will pay to the La Porte Area Yater <br />Authority for potable water. This is the first full year of operation of the <br />Authority. There were several decreases in the Utility Fund that are related to <br />this new water source. The working capital balance at the end of FY 91-92 is <br />estimated at $1,914,283, which represents 113 days of operating expenses. <br /> <br />The remaining Enterprise Funds increased 6.9%. The Sylvan Beach Fund increased as a <br />result of the new personnel that was added during the last fiscal year. The Airport <br />decreased as a result of the completion of the Airport Master Plan in fiscal year <br />1990-91. The La Porte Area Yater Authority budget remained fairly stable. The <br />Commercial Solidwaste Fund's budget increased because of expanded service <br />experienced from the decision to privatize. Also, a major street reconstruction project, water and sewer improvements, <br />a Computer Aided Dispatch System for the Police Department and a new telephone <br />system for the City will be accomplished. <br /> <br />There are no tax or utility rate increases what-so-ever built in the 1991-92 Budget. <br /> <br />In conclusion, this balanced budget represents the latest of several expenditure <br />strategies reflecting sound, prudent, financial management policies and practices. <br />In the past, our municipal corporation has been steadily recovering from the <br />economic recession that had affected the Houston-Metropolitan area. <br /> <br />One of my major goals is building the City's financial reserves to a level that can <br />safely respond to unexpected emergencies.
