<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />POLICE DEPARTMENT <br /> <br />The Police Department, under the direction of the Chief of Police, is <br />responsible to serve mankind; to safeguard lives and property; to protect the <br />innocent against deception, the weak against oppression or intimidation, and <br />the peaceful against violence or disorder; and to respect the Constitutional <br />rights of all men to liberty, equality and justice. In all of these deeds we <br />dedicate our efforts to the citizens of the City of La Porte. -- The department <br />enforces the laws of the United States, State of Texas, as well as the <br />ordinance~of the City of La Porte. <br /> <br />ADMINISTRATION <br /> <br />We are proud of the smooth transition of the personnel of the department to <br />our new Chief. The increase in the moral of the department is contributed to <br />the divisions working together as a team. <br /> <br />Our contribution to Desert Shield: The cooperation of our personnel to work <br />with and assist the military officers with traffic control in moving the <br />convoys and the use of our training room for their training sessions. It <br />makes us feel very loyal that we could help this effort in any way. <br /> <br />Within the Police Department there are five Divisions. The Department employs <br />62 full personnel. This quarter we wish to highlight the activity of the <br />Patrol Division and the Criminal Investigation Division. <br /> <br />PATROL DIVISION <br /> <br />Assigned to work the Patrol Division are 24 certified police officers and five <br />sergeants. The sergeants report directly to lieutenants in the Police <br />Administration Division. <br /> <br />The primary responsibility of the Police Patrol Division is to respond to all <br />calls for service and begin the initial investigation. These calls for <br />service include: Index crimes (homicide, sexual assault, robbery, theft, <br />burglary, fraud, and auto theft), and City Ordinances (class C misdemeanors, <br />assault, disturbing the peace, disorderly conduct, and traffic). <br /> <br />They accomplish this by providing staff twenty-four hours a day that can <br />respond to any calls for services that are received. <br /> <br />The Police Patrol Division goals for the current year are: <br /> <br />1. Maintain the present level of traffic enforcement against increasing <br />calls for service. 1990 traffic goal was 10%, that has been exceeded by <br />40%. <br /> <br />2. Maintain case clearance rate by patrol officers, that has exceeded the <br />1990 goal by 24%. <br /> <br />12 <br />
