<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />.1 <br />I <br />,I <br />I. <br />I <br />I <br />I <br />I <br /> <br />As with most Governmental Entities, the cost of providing manpower is the largest expense incurred. <br />Regular salaries and overtime account for $10 million of the budget. This amount, when coupled with <br />associated benefits (Social Security, Retirement, Medical Insurance) account for approximately 43% of <br />the City's resources. <br /> <br />The Debt Service category is the total dollars expended to pay interest and principal on existing debt. <br /> <br />The Capital Outlay category includes procurement of vehicles totaling $596 thousand and Capital <br />Improvement Projects totaling $2.37 million. <br /> <br />The Supplies category includes office, chemicals and other supplies. <br /> <br />The Other category includes items such as utilities, training and education, and maintenance. <br /> <br />An in-depth discussion of resources and expenses for selected funds is found later in this letter. <br /> <br />PERSONNEL CHANGES <br /> <br />In planning for staffing levels in fiscal year 1996-97, 8 full time positions were added and 2 full time <br />positions were deleted. The deleted positions were in the Cash Management Division which are attributed <br />to increased efficiency in operations as well as the impact of the new computer system. A brief synopsis <br />of each new position is listed below. <br /> <br />Assistant Police Chief in the Police Administration Division - The Police Department is adding one <br />Assistant Chief position to assist in the overall management of the police operation of the City. <br /> <br />Lieutenant in the Patrol Division - The Police Patrol Division is adding one Patrol Lieutenant to assist <br />in the management of this division. <br /> <br />Patrol Officer in the Patrol Division - The Police patrol Division expects to increase their patrol force by <br />one patrol officer who will be funded through a federal grant. This officer will be hired only if grant funds <br />are available. <br /> <br />Clerk in the Municipal Court Division - The Municipal court Division is adding a position to assist in the <br />handling of increased paperwork and daily operations. The steady increase in the number of citations <br />being issued has caused them to rely on temporary services for the past year. <br /> <br />Equipment Operator (1) and two (2) Equipment Solidwaste Workers in the Residential Solidwaste <br />Division - In order to continue to provide first-class solid waste services, the Residential Solidwaste <br />Division is adding one three-man crew with garbage, trash, recycling and yard waste duties. <br /> <br />Code Enforcement Officer in the Inspection Division - The Inspection Division is adding a position to <br />aid in developing a viable community by expanding economic opportunity, promoting decent housing and <br />developing a more suitable living environment for citizens. The Code Enforcement Officer will deal with <br />issues of public nuisance. <br /> <br />There are also eight positions being converted from part-time to fuJI-time. These positions are scattered <br />throughout the City Divisions and are being changed as a response to increase service levels caused by <br />our population and services growth. <br /> <br />1-5 <br />
