~

e

-2-

e

1. Any project must be financially sound.
2. The mortgage company must approve the plan, and these
requirements make it virtually impossible to build.
The hard cold facts are that the customer in a shopping center, etc.
wants the best value and will go anywhere for it. They could care
less about flowers and shrubs. This is LaPorte, Harris County, Texas:
not a project built and maintained by the federal government. For
those of you that have not owned and managed a business, or owned
and maintained real estate, you may have difficulty in understanding
the problems this ordinance would cause. The City of LaPorte
should be interested in creating more jobs and bringing business
to the city. Any business venture has enough everyday problems
without the city adding additional problems.

What will happen to Old Main Street? How will this ordinance
effect this section?

Befo~e the committee makes a final determination, I suggest they

go to Bay town and look at Texas Avenue. Flowers and shrubs didn't

help there.

My recommendation is to place this entire plan in file 13 and
utilize the time and effort on long range planning of streets
and utilities.

H.
