It has been alleged that the submitted <br />annexation will dilute minority voting strength when ooupled with <br />the present eleotion method whioh provides for six single-member <br />distriots and three at-large seats. Our analysis indioates that the <br />population of the annexed area is over 88-peroent Angle and the <br />total number of residents in the annexed area equals or exceeds the <br />total population of an ideal distr~ct for the oity. A. I. Indioate <br />any oonsideration raised and/or any plan -proposed by the oity <br />oounoil whioh indioates that no dilution of the minority voting' <br />strength will ocour after the city reapportionment mandated for <br />1985. Some minority members have indioated the possibility of <br />establiShing an additional single-member distriot to remedy this <br />situation. ) <br />Comment: A. I. The City of La Porte reoognizes that there <br />will be a reduction of the black vote in the oity at large,as a <br />result of the ~nnexations of Spenwick Plaoe and College View <br />Municipal Utility Districts. In looking ahead, the City planned, <br />following the annexation, to redistriot the City of La Porte to meet <br />both the Voting Rights.Aot and its City Charter requirements. The <br />method proposed by the City to aohieve the above objeotive will be <br />met by appointing a oommittee, the members of whioh will be <br />determined by City Council, inoluding minority representation, to <br />prepare the'redistrioting map, for submission and app~oval, first by <br />the Ci ty Fathers and followed by the United States l Department' o( <br />Justioe. <br />Invitation: 'A. II. In this regard we invite you to respond <br />with any information whioh you may oonsider relevant to this issue. <br />Comment: A. II. The City agrees that a possibility does <br />exist that we oould establish an additional single member distriot. <br />In oomplianoe with the United States Supreme Court requirements,. our <br />deviations for distriots will not be more than 57. We have <br />soheduled an aotual demographio oensus to aide in the new <br />distrioting alignments. <br />Invitation: B. In addition, we have been presented and <br />have oonsidered information evidencing a laok of responsiveness on <br />the part of city officials to the needs of the minority community <br />and depressed socio-economic conditions which make participation in <br />the political process difficult. Therefore, we also invite you to <br />provide any information that would tend to show that the oity <br />oounoil is responsive to the needs and concerns of the minority <br />oommunity. <br />~omment: B. As a well-functioning unit, the City of <br />La Porte attempts to recognize all citizens and' their rights or <br />ideas. The City has historically recognized each are individually, <br />as well as the population as a whole and strived to provide to them <br />a proportionate share of all the City's taxpayer's dollars. The <br />City has ~tudied, budgeted, and implemented programs which are <br />affeoting us both today and in the future.
