LOFLIN ENVIRONMENTAL SERVICES, INC.

January 25, 2011

City of La Porte
1322 South Broadway
La Porte, Texas 77571

Attention: Mr. Reagan McPhil
Parks Administration

Subject: Results of Limited Survey for Asbestos Containing Matedals Identification
105 San Jacinto in La Porte, Texas
Loflin Environmental Services, Inc. Project Number 6461101

Dear Mr. McPhil,

Loflin Environmental Services, Inc. (LOFLIN) has completed a limited asbestos survey of the
planned renovations areas in the building located at 105 San Jacinto in La Porte, Texas. The
survey was to identify possible asbestos containing materials used in the area and assess those
which may become friable during building renovation. This survey was performed on January 22,
2011, by Mr. W Joseph Loflin (asbestos licensed #10-5140).

The building was visually inspected to identify suspect asbestos containing materials. Suspect
materials identified and sampled included two types of floor tile and associated mastic, residual
floor tile mastic, HVAC duct mastic, ceiling tile and wall joint compound. Representative samples
of this material were collected and submitted to LOFLIN's Houston laboratory (NVLAP #2044).
The samples were analyzed using Polarized Light Microscopy coupled with dispersion staining in
accordance with the US EPA "Method for the Determination of Asbestos in Bulk Samples" (EPA
600IR-93/116, July 1993).

Based upon laboratory analysis, one of the two types of floor tile and mastic, the residual floor tile
mastic and the wallboard joint compound were determined to be asbestos containing. The
asbestos containing tile and mastic is the older, 9"x9" brown floor tile. The residual floor tile
mastic as well as some of the older floor tile is present throughout the building, mostly under
carpeting and the newer ffoor tile present near the back of the building.

2020 Montrose.
