5.2.6 LOCAL POWER UTILITY (Continued) <br />All Reliant Energy (H L & P) owned small single-phase ground mounted residential type, and all pole - <br />mounted transformers fall into this category, though the company never orders PCB -type transformers <br />for such applications. These transformers can be utilized for the remainder of their useful lives with no <br />requirement for record keeping or testing. All Reliant Energy (H L & P) owned large, three-phase <br />commercial type ground mounted or indoor vault -type transformers have been tested. All now have <br />less than 50 ppm PCB and are considered PCB free. <br />Visual inspection of the transformers located on or near the subject property did not reveal visible <br />evidence of transformer fluid leaks. <br />5.2.7 CITY BUILDING DEPARTMENT <br />Because of the time delays involved and the added expense to the client of obtaining copies of any <br />outstanding code violations and Certificates of Occupancy (CO), Geo-Tech does not provide these <br />services as part of its basic scope of services. Normally most building violations found are not <br />considered environmental issues. Violations that are environmental in nature are normally referred to <br />the City Department of Health. <br />5.3 PHYSICAL SETTING SOURCE(S) <br />Geo-Tech Environmental, Inc. has researched data available from public agencies concerning the subject <br />property and nearby properties to discover evidence of recognized environmental conditions. The <br />review included: records on topography, hydrology and geology from state, county and federal sources, <br />a regulatory compliance history including state and local agencies, regulated sites in the area, and oil <br />and gas well records. Geo-Tech has relied on public and private information and cannot guarantee the <br />accuracy of this information. The near surface water table is referred to as the unconfined groundwater <br />table. Representing the interface between the unsaturated (Vados) and saturated zones, it typically <br />occurs from zero to forty feet deep in this area. <br />Geo-Tech has researched data available from public agencies concerning the subject property and <br />nearby properties to discover evidence of recognized environmental conditions.
