1.0 PROJECT SUMMARY <br />i ti6tlhlr7CLrF. <br />Geo-Tech Environmental, Inc. (Geo-Tech) has completed the requested Phase I & II Environmental Site <br />Assessment (Phase 1& II ESA). The subject property is a commercial property located at Broadway & <br />East A St., La Porte, TX 77571. This report was conducted in general accordance with American Society <br />for Testing and Materials (ASTM) Standard E 1527-05 for environmental evaluations. The objective of <br />this evaluation was to identity potential current and/or historical Recognized Environmental Conditions <br />(RECs) that could be encountered during the construction activities on the subject property. <br />The subject property (two parcels) is located at 117 San Jacinto Avenue and the 100 block (odd <br />number/East side)Broadway, La Porte, Texas 77571. Tract one contains an unoccupied building. Tract <br />two is currently an empty lot. <br />Tract one historically has been a meat mark, upholstery, and food center. Historically tract two was <br />used as a Gasoline Station. At least three tanks were identified on the property. One tank has a label <br />that shows the tank size as 4,000 gallons. Two of tanks were filled and the third approximately half filled <br />with a liquid which appears to be mostly water. If all three tanks are 4,000 gallons then there is <br />approximately 10,000 gallons of liquid in the tanks. <br />The property is located in La Porte in an area where the main streets are populated with apartment <br />complexes, retail and commercial properties. Single family homes dominate the side street areas. The <br />nearest water body is Little Cedar Bayou located more than a mile to the southwest to the of the subject <br />property. <br />The evaluation included site reconnaissance, soil sampling, groundwater sampling and laboratory <br />analyses. The soil was sampled for TPH, Benzene, Toluene, Ethyl Benzene and Xylene. All BTEX samples <br />results were all within TCEQ allowable parameters. TPH was detected and additional analyses should be <br />performed for PAH analyses at the pump island (PIN-30). The TCEQ requires a PAH analyses on TPH <br />detected in the c12 range. <br />The Texas Commission of Environmental Quality (TCEQ) and Environmental Protection Agency (EPA) <br />databases reviewed showed a total of 20 EPA/TCEQ regulatory sites and zero RRC oil wells (onsite) <br />containing various historical environmental impairments listed within the database search range. These <br />regulatory sites were not identified as significant environmental risks relative to the subject property. <br />The reviewed TCEQ and EPA database reports showed no environmental impact to the subject <br />property from these facilities. These sites will be discussed later in the 5.0 Regulatory Review section <br />of this report. <br />1.2 CONCLUSIONS/RECOMMENDATIONS <br />Geo-Tech Environmental, Inc. (Geo-Tech) has performed a Phase I & II ESA in general conformance with <br />ASTM E 1527-05.
