The group formed this year to build in the La Porte area is a
Chapter of the Bay Area Affiliate of the HFH International Organization, incorporated and
with tax exempt status.

The purpose of HFH is to improve the quality of lives and the community by assisting
families from the 1/3 to 1/2 median income group in building and owning decent and adequate
housing. It benefits the local neighborhood, the wider community, and the families that
become home owners.

This is done with volunteer labor, management expertise, and tax-deductible donations of
money, land, and materials and with the help of the future home owners. This is not a give
away program, but a partnership with the needy. People selecte~ are required to do "350
sweat equity" hours in the program as a down payment. An interest free mortgage is arranged
based on the income and circumstance of the family. Mortgage payments are recycled back
into the program to build the next house.

HFH receives no government funds but is supported by churches,. individuals, corpora-
tions, small businesses, and foundation grants.

The Bay Area group started construction of their first house in mid-91. At present they
are starting their fifth house in Dickinson. They have no paid staff and administrative
expense is running about 6\. (80\ of this is for fund raising/publicity.) They count 500.
plus volunteers in their group. Experience is that an adequate three bedroom house can be
built for about $30,000. Their original goal was to expand into the La Porte, Seabrook, Deer
Park, Texas City areas with the program. La Porte is their first Chapter.

The La Porte Chapter, with guidance.and support from Bay Area, will be ready to start
construction in the LaPorte area as soon as funds are available. This is a request for
whatever support you can give to this program, whether it be money, materials, equipment,
and/or all of the above. All donations received by the La Porte group will be used in La
Porte with exception of Bay Area administrative expenses associated with the La Porte opera-
tion. -.

Supporting literature is attached.
