Bids were opened on October 14, 2009 with eight contractors responding. Lucas <br />Construction, Inc. submitted the low bid meeting specifications, for the Base Bid and Supplemental Bid items <br />totaling $1, I 04,918.50 for construction of the trail segments according to the plans and specifications provided. <br />With the addition of a twenty-five percent contingency of $276,229.50, the total requested for this project is <br />$1,381,148.50. <br />The proposed trail is a major component of the City of La Porte Bicycle-Pedestrian Trail Master Plan, <br />adopted by City Council in 2003. The project will provide a 10' concrete bicycle-pedestrian pathway along the <br />south side of Fairmont Parkway from 8th Street to the eastern boundary of La Porte at Willow Spring Gulley, and <br />two 8' concrete sidewalk extensions on Canada Road and Bay Area Boulevard between Spencer Highway and <br />Fairmont Parkway. The pathway, when completed, will provide an east-west connector between the cities of La <br />Porte and Pasadena, and also connect to the north-south routes along Bay Area Boulevard and S. Broadway, <br />providing access for citizens and visitors to travel into the La Porte business areas from the western side ofthe <br />city. <br />The City of La Porte has worked with Lucas Construction, Inc. on several projects, including Pine <br />Bluff Park, and is the prime sub-contractor on the West Side Sports Complex and park currently under <br />construction on Canada Road. The firm has many years of experience in the construction of transportation <br />infrastructure, including parking lots, sidewalks, and bicycle-pedestrian pathways. <br />Council has approved funding for the Fairmont Parkway portion of the project in Fund 15, and funding for the <br />Canada Road-Bay Area Boulevard portions of the project in Fund 44. Fund share from Fund 15 with <br />contingency, is $1,142,957 and fund share from Fund 44 with contingency is $238,191.
