CenterPoint CenterPoint Energy <br />P.0. 6oz 1700 <br />Energy April 4, 2016 Houston, TX 77251-1700 <br />Mayor and City Council Members <br />City of La Porte <br />La Porte, Texas <br />Re_ Application of CenterPoint Energy Houston Electric, LLC for Approval to <br />Amend its Distribution Cost Recovery Factor and to Reconcile Docket No_ 44572 <br />Revenues <br />Mayor and City Council Members_ <br />CenterPoint Energy Houston Electric, LLC ("CenterPoint Houston" or the "Company") <br />files this Application for Approval to Amend its Distribution Cost Recovery Factor <br />pursuant to Section 36.210 of the Public Utility Regulatory Act ("PURA") and 16 TEX. <br />ADMIN_ CODE ("TAC") §25.243 and asks that its regulatory authorities, which include your <br />city and the Public Utility Commission of Texas approve CenterPoint <br />Houston's proposed Rider DCRF_ The Company's proposed effective date for rates under Rider <br />DCRF is September 1, 2016_ <br />CenterPoint Houston is filing this Application simultaneously with the Commission and <br />all municipal authorities that have retained jurisdiction over CenterPoint Houston's rates_ As <br />explained in the accompanying DCRF filing package, this is CenterPoint Houston's second <br />DCRF Sling_ The Company's requested DCRF takes into account changes in the Company's net <br />distribution system invested capital firom the period January 1, 2010 through December 31, 2015_ <br />If the DCRF requested in this Application is approved, CenterPoint Houston's distribution <br />revenues will increase by approximately $60,596,164 on an annual basis as compared to the <br />distribution revenues approved in its most recent rate case, Docket No_ 38339_ However, in <br />accordance with Section 36.210 (f)(6)(13) of PLJRA, as a reduction to this amount in the first year <br />of the new DCRF tariffs operation, CenterPoint Houston is proposing to refund approximately <br />$1 1 million to customers to account for an over -recovery resulting from the rates approved in <br />Docket No_ 44572.1 The resulting revenue requirement increase, inclusive of the refund, is <br />$49,351,913 for the period September 1, 2016 to August 31, 2017_ <br />Municipalities that have not ceded their jurisdiction to the Commission have exclusive <br />original jurisdiction over this filing, ns it affects service within their municipal boundaries_ This <br />jurisdiction extends for 60 days from the date of this Sling_ Pursuant to 16 TAC § <br />25.243(c)(1)(13), on the 6O`b day after the Sling of this Application with the city, the Application <br />is deemed appealed to the Commission, regardless of whether the city approves or denies the <br />application, and the appeal will be consolidated with the CenterPoint Houston's DCRF <br />proceeding before the Cortmrnission_ <br />' Permitting the Commission to return to customers an amount associated with an over -recovery that results from the <br />operation of a DCRF_ <br />
