Main intent of RFQ is to identify qualified developers <br />b. Provide minimum expectations and submission requirements for the proposed <br />developer <br />a Provide criteria for evaluation of the proposals submitted <br />d. Does not commit the City or County to incentives or to award a contract - <br />e. Incentives, if any, to be a part of future negotiations <br />f. Projected timeline for solicitation/negotiations <br />Objective: Secure Harris County Approval to proceed with release of RFQ <br />5) Ground Lease and License Agreement - Draft provided (email) <br />a. City secured copy of agreement to use as a starting point for further discussions with <br />County. (This document is currently styled as a lease from City to Developer with <br />County ownership and reversionary interest retained, while transferring lease from <br />County to City who in turns sublets to developer) - <br />b. Need to determine structure of lease/license agreement as preferred or needed by <br />County i.e., <br />I. Is (a.) above an acceptable structure; or <br />ii. County hold Ieaseflicense for the site for development with City approval; or <br />iii. County, City and Developer- all parties to the same lease/license agreement <br />Objective: County and City, while RFQ process is ongoing, continue to work on a Ground <br />Lease and Licensing Agreement <br />6) Conclusion/Closing Remarks <br />7) Recent County Bond Program and Precinct 2 plans for La Porte/Bayshore Area: <br />a.
