ORDINANCE NO.2025-4042 <br />AN ORDINANCE ADOPTING AN UPDATE TO THE FUTURE LAND USE <br />MAP COMPONENT OF THE COMPREHENSIVE PLAN OF THE CITY OF <br />LA PORTE, TEXAS UPON RECOMMENDATION OF THE PLANNING AND <br />ZONING COMMISSION OF THE CITY OF LA PORTE, TEXAS; BY <br />CHANGING THE DESIGNATION OF A 0.29-ACRE PROPERTY LOCATED AT <br />1216 W. B ST., AND LEGALLY DESCRIBED AS LOTS 13-16, BLOCK 25, LA PORTE, <br />HARRIS COUNTY, TEXAS, FROM COMMERCIAL TO LOW -DENSITY <br />RESIDENTIAL; MAKING CERTAIN FINDINGS OF FACT RELATED TO THE <br />SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND <br />PROVIDING AN EFFECTIVE DATE HEREOF <br />WHEREAS, Section 211.004 of the Texas Local Government Code provides that <br />zoning regulations must be adopted in accordance with a Comprehensive Plan; <br />and <br />WHEREAS, Section 213.003 of the Texas Local Government Code provides that <br />a municipality may amend a Comprehensive Plan by ordinance, after a public <br />hearing and review by the municipality's planning commission or department; <br />and <br />WHEREAS, Section 213.003 of the Texas Local Government Code also provides <br />that a municipality may establish, in its charter or by ordinance, procedures for <br />adopting and amending a Comprehensive Plan; and <br />WHEREAS, Chapter 106, "Zoning" Article I, Section 106-3, and Article II, <br />Section 106-65 of the Code of Ordinances of the City of La Porte, delegates to <br />the Planning and Zoning Commission the duty to review and make <br />recommendations relevant to modifications of the Comprehensive Plan and <br />Zoning Ordinance; and <br />WHEREAS, the City of La Porte has a Comprehensive Plan, which Plan was <br />adopted by the City Council of the City of LaPorte, Texas in 1986, and which <br />Plan has been the subject of multiple amendments since its adoption; <br />WHEREAS, pursuant to the mandate of Chapter 106, "Zoning" of the Code of <br />Ordinances of the City of La Porte, the Planning and Zoning Commission of the <br />City of La Porte has reviewed all elements of the Comprehensive Plan, and as <br />duly approved by the City Council of the City of La Porte, to consider possible <br />amendments thereto; and <br />WHEREAS, at the La Porte Planning and Zoning Commission meeting which <br />occurred on December 19, 2024, the La Porte Planning and Zoning Commission <br />reviewed the Future Land Use Map component of the Comprehensive Plan for <br />the purpose of considering proposed amendments thereto, to change the <br />designation for that 0.29-acre property located at 1216 W. B St., and legally <br />described as Lots 13-16, Block 25, La Porte, Harris County, Texas from its <br />
