Hazard Mitigation Grant Program (HMGP) <br />Notice of Availability and Application Period <br />DR-4466 Tropical Storm Imelda (9/17/2019 -9/23/2019) <br /> <br />December 13, 2019 <br />Dear Partners: <br /> <br />Governor Abbott and the Texas Division of Emergency Management (TDEM) <br />announce the open application period for the Hazard Mitigation Grant Program <br />(HMGP) related to FEMA-DR-4466 (Tropical Storm Imelda). The initial estimate <br />provided by the Federal Emergency Management Agency (FEMA) is for $11,069,832 <br />available in HMGP funding under this declaration. This figure may change between <br />now and when TDEM receives the final lock amount one year after the declaration <br />date of October 4, 2019. <br /> <br />Eligible subapplicants include state agencies, local governments, tribal <br />governments, and certain private nonprofit organizations. <br /> <br />All entities seeking funding under this opportunity must have a FEMA approved <br />Hazard Mitigation Plan at the time the project is submitted to FEMA for <br />consideration and at the time an award is made with the exception of projects to <br />develop or update mitigation plans. An exception to this requirement may be <br />requested on a case-by-case basis in accordance with FEMA’s 2015 Hazard <br />Mitigation Assistance Guidance https://www.fema.gov/hazard-mitigation- <br />assistance-program-guidance <br />All applications must be received by TDEM no later than July 31, 2020 in <br />order to be considered for funding under this opportunity. Pre-award costs <br />incurred after October 4, 2019 may be considered for those projects selected for <br />funding. <br /> <br />Priority selection for these funds will be provided to jurisdictions from the counties <br />designated in this disaster declaration (attached map). Jurisdictions from outside <br />the declared area may submit projects for consideration, however TDEM anticipates <br />the limited funds available under this award will be allocated to projects in the <br />declared counties. <br /> <br /> <br />
