Call to Order <br />Chairman Chuck Engelken called the meeting to order at 5:30 p.m. Committee Members present <br />were Daryl Leonard and Tommy Moser. Alternate Members present: John Zemanek and Jay <br />Martin. <br />2. Consider approval of Minutes of the August 22, 2011, meeting of the Fiscal Affairs <br />Committee — P. Fogarty <br />Committee Member Leonard moved to approve the minutes of the August 22, 2011, meeting of the <br />Fiscal Affairs Committee. Committee Member Moser seconded. MOTION PASSED. <br />Ayes: Chairman Engelken; Committee Members Moser and Leonard <br />Nays: None <br />3. Review and discuss questions or concerns with audit for the City of La Porte and La Porte <br />Development Corporation for fiscal year 2011, and provide staff with direction — M. Dolby <br />Tom Pederson and Laurel Lynch with Null Lairson informed the committee the audit for the City of <br />La Porte and La Porte Development Corporation for fiscal year 2011 would begin on September 13, <br />2011. The committee was informed documents that would be audited are: payroll, expenditures, <br />purchases, tax, water, investments, cash, debt and capital assets. In addition, test of compliance, <br />public fund investment acts, compliance with expenditures, bid laws and the expenditures of the La <br />Porte Development Corporation for the last two years will also be audited. <br />Committee Member Moser advised Null Lairson to review billings and collections for EMS <br />revenues. Committee Member Leonard advised Null Lairson to make sure all procedures were <br />done in a correct manner. <br />Alternate Committee Member Martin requested Tom Pederson to specify the meaning of expanded <br />business development. Mr. Pederson responded: Investments that the La Porte Development <br />Corporation can make that can create jobs listed in the Attorney General's Economic Development <br />Manual. <br />Chairman Engelken thanked Mr. Pederson for summarizing the audit process very well. <br />Page 1 of 2 <br />September 12, 2011, Fiscal Affairs Committee Minutes <br />
